Portable Appliance Testing Certificate for Rental Properties

A Portable Appliance Testing (PAT) certificate is a document that confirms electrical appliances in a rental property have been tested for safety. While not a legal requirement for private landlords in England, it is considered best practice, especially in furnished properties. PAT helps identify appliances that may be faulty or pose a risk of electric shock or fire.

PAT testing applies to any appliance with a plug that can be moved and plugged into a socket—such as kettles, toasters, microwaves, lamps, and TVs. A qualified person inspects the item visually and carries out basic electrical tests using specialized equipment. If the appliance passes, it is labelled with a sticker showing the test date and when the next test is due.

The PAT certificate lists all tested items and their results. Although there’s no legal requirement to provide this to tenants, having a PAT certificate helps landlords demonstrate they are taking reasonable steps to ensure electrical safety. Landlords should consider PAT testing every 1–2 years for regularly used appliances, or before a new tenancy begins. While not mandatory like the EICR, PAT testing shows a clear commitment to tenant safety and helps reduce liability in case of electrical accidents.

Safety Tip: Always ensure that damaged or frayed cables, overheating plugs, or faulty switches are addressed immediately—even between PAT checks. Encourage tenants to report electrical concerns early and unplug appliances when not in use to reduce the risk of fire or electric shock.
